Legal papers service fees increased; "Constitution Week" proclaimed

Meeting in regular session Friday, September 19, Wood County Commissioners approved new, higher fees to be charged by the sheriff and constables effective October 1, 2008; approved the employee compensation and classification schedules for the next fiscal year, and adopted a "Constitution Week" proclamation.


Commissioner Roy Don Shipp, Precinct-1 was absent.

The court approved a new fee for the service of certain legal papers by sheriff's deputies and constables. Virtually every fee was increased by $25 from the current fee level. This means an increase of 33-to-25 percent. Included are subpoenas, summons, writ of attachments, writ of garnishment, writ of sequestration, orders of sale, writ of possession, forcible detainer, small claims citation, justice court citation, and all other court citations. The new fees range from $50 to $125.

Commissioners also approved a compensation and classification schedule effective through the 2009 fiscal year for all county employees. Elected county officials such as the Judge, Clerk, Treasurer, Tax Assessor/Collector, Sheriff, and Commissioners each receive $49,329 in annual salary. Justice of the Peace receives $38,367. Constables receive $31,581. Full-time Road and Bridge employees receive from $12.92 to $16.96 per hour. Full time Clerical and deputy clerk positions pay from $12.54 to $15.83 per hour. Deputy Sheriff receives $16.96 per hour.

Commissioners approved a proclamation naming September 17-September 23 as "Constitution Week." Several members of the Elizabeth Denton English Chapter of the Daughters of the American Revolution presented the proclamation and were on hand to witness the approval and signing. It recognizes the 221st anniversary of the framing of the Constiturion of the United States of America.

In other action the court approved:
- payroll of $259,977.34.
- employee/dependent health claims of $38,911.91.
- claims of $237,965.42.
- order of assignment of William Martin III to 402nd District Court.
- bid advertisements for work pursuant to TxCDBG Contract 727520 to Ramey Water Co. Bids to be opened October 16 with consideration of award October 17.
- exception to 9-1-1 addressing in precinct-4 border area with Camp County.
- interlocal agreements with ISDs in Winnsboro, Como Pickton and Union Hill for use of election equipment.
- spending limits imposed on incumbent county and precinct officials who were not renominated or reelected.
- transfer of $50,000 to the health plan fund.
- acceptance of grant funds from Texas Governor's office of Criminal Justice Department for Crime Victims Services ($33,169).
- advertising for bids Inmate Prescription Services. Bids opened October 16 with consideration of award October 17.
- agreement between Kodak and Tax office for equipment service at a cost of $559.00.
- order placing salary fund moneys into county's general fund.
- advertising for bids for used boom axe for Precinct-2. Bids opened October 28 with consideration of award October 31.
- schedule of Commissioners Court meetings for 2009.
Personnel actions taken at the meeting included:
- Clifton Neal Moseley, resignation, first assistant auditor, County Auditors Offict to interim Justice of the Peace, Precinct-2, $36,942.
- Michael W Allison, new hire, jailer, WCSO, $12.82/hour.
- Rachel Hanson Blalock and Barbara Ann Humphreys, new hires, temporary part-time, District Clerks Office, $9.00/hour.
- Pamalia Gail Keith, new hire, temporary part-time, County Treasurers Office, $9.00/hour.


The next regular meeting of the Wood County Commissioners Court will be Friday, October 3 at 10 a.m. A special meeting of the court can be called with 72-hour public notice.
