New football uniforms OK's;approval process questioned

Meeting in regular session on Monday, March 2, the board of trustees of the Hawkins Independent School District approved the purchase of new football uniforms, purchase of a new tractor/mower, a proposed calendar for the 2009-2010 school year, the district improvement plan, and recommendation to extend the contracts of teachers.
The purchase of new football uniforms was the subject of a lengthy discussion among board members who expressed concern that this was the first they had heard of this need. Several board members said there should be a procedure in place for longer term planning for the turnover of major expense items. Board member Wende Haney summed up the discussion with "If we knew it was needed, why didn't we budget for it?" The board finally did approve the purchase of 35 home/away jerseys and 35 pants at a cost of $6,615.
The board also approved the purchase of a new Toro Z550 mower for $7,300. Three bids were considered-one for $10,240 and another for $7,425.
A proposed school calendar for the 2009-2010 school year prepared by a district committee was approved. For students, school starts Monday, August 24 and runs through Friday, May 21. One change from this past year includes a plan to break up the so-called "flex week." Rather than a five-day observance, flex week is divided into two periods with two days in November and three days in March. Christmas/New Year break runs from Monday, December 21 through Wednesday, January 6. The district improvement plan, consisting of five goals was also approved.
Acting on the recommendation of Superintendent Dan Rose, trustees extended the contracts of current teaching staff members. Some teachers have submitted resignations.
Wende Haney and Steven Holland volunteered to work with a committee of interested parents and school employees to provide a recommendation on the graphic décor in the new gymnasium.
Superintendent Rose said payments for work of some sub-contractors in the expansion/renovation program were still be held back pending satisfaction of problems. Major items among these are a non-functioning air conditioning unit, sewer gas problem in the elementary building and the fire alarm system. Rose also reported that some grading, sodding and clean-up work remained to be completed along with additional ramps to satisfy requirements of handicapped accessibility.
Budget amendments were approved for the purchase of the football uniforms and the tractor as well as a budget amendment for $6,205.52 in payment to the Lake Country Learning Center and another for $3,744 to compensate for a lower than expected grant award for the salary of the district's parent liaison.
The board members were advised of dates and locations of the TASB Leadership Institutes this summer.
The next regular meeting of the Hawkins ISD board is scheduled for Monday, April 6 at 7 p.m. A special meeting of the board may be held with 72-hour advance public notice.
